For about twenty years the confident prediction was that the university library would empty out. Everything would be online; the building would become offices; the librarian would become an IT post. Half of that has happened. Print circulation at large academic libraries has fallen for two decades and keeps falling.
The other half went the other way. Footfall in academic libraries mostly did not collapse, and in a good many institutions it rose — while the same students were borrowing fewer books than any cohort before them. They come for the place: quiet, light, power sockets, a desk that is not a bed, and other people working. A library became the most-used building on campus at exactly the moment its collection stopped being the reason to enter it.
That is what "hybrid" actually names. Not a collection that is half paper and half PDF, but an institution that has quietly split into two jobs which used to be one: custody of the content, and provision of the place. Almost every mistake Indian colleges make with library digitisation comes from treating them as a single decision.
Neither medium is better. They are good at different things
It is worth being unsentimental about this, because the debate is usually conducted as a virtue contest.
Print is better at: surviving neglect, needing no licence, no login and no vendor; being readable in a power cut; page fidelity for maps, plates, large tables and anything a reader needs to see whole; and existing in many copies in many buildings, which is the oldest and most reliable preservation strategy anyone has invented.
Digital is better at: being read by two hundred people at once; full-text search across a corpus nobody could read manually; reaching a student who is at home, on placement, or in a hostel at midnight; occupying no floor space; and producing usage data, so a library can find out what is actually read rather than what somebody guessed would be.
Neither list wins. The consequence is that the choice is made per title, not per library. A journal nobody browses and everybody searches should be digital. A heavily-used undergraduate textbook is often cheaper and more available as twenty print copies than as a licence with a concurrent-user cap. An institution's own thesis archive should be digital, indexed and open, because its whole value is being findable by someone outside the building.
Hybrid is two budgets, and one of them never stops
The financial shape of the two is different in a way that catches institutions out.
A print collection is a capital cost: buy it once, own it, then pay a long slow tail of storage, binding and shelf space. Stop buying and you still have a library.
A digital collection is an operating cost that renews annually, rises faster than general inflation for serials, and leaves nothing behind if it stops — unless the licence carries perpetual access. Stop paying and, in the ordinary case, you have nothing.
So a hybrid library is not a library that saved money by going digital. It is one that now runs two budget lines with different failure modes, and the discipline it requires is unglamorous: usage data per title, a renewal review that is willing to cancel, and a print retention policy that says what is kept, what is discarded, and who decides. Colleges that skip this end up with both costs and neither collection working.
"Digitising the library" is three projects, and the order matters
The phrase covers three separate pieces of work with different skills, different costs and different failure modes. Confusing them is the single most common reason a college digitisation project stalls halfway.
One: library automation. Putting the catalogue and circulation into software — an integrated library system such as the open-source Koha, widely used in Indian institutions. This is about the records of physical stock: what we hold, who has it, when it is due. It creates no digital content whatsoever, and it is nonetheless the right first step, because everything else needs a catalogue to hang from.
Two: digitisation proper. Scanning physical material into digital objects. The scanning is the easy part; the cost sits in the metadata, the storage and the copyright clearance, and a scan without metadata is a photograph nobody will ever find. Repository software such as DSpace exists for this.
Three: e-resource licensing. Subscribing to journals, databases and e-books. No scanning is involved, no local storage is used, and the main work is negotiation and — the part that gets forgotten — authentication, so that the thing bought can be opened from outside the campus.
Doing them out of order is expensive. Scanning before there is a catalogue produces an unsearchable heap. Licensing before remote access is configured buys a subscription that works on three machines in the reading room.
What a college may actually scan
Digitisation proposals routinely assume that because the college owns the book, it may scan the book. It may not.
Copyright in India, as elsewhere, sits with the rights holder and not with the owner of the copy. The Copyright Act's fair-dealing provisions do carve out room for research, private study and educational use, and libraries have some latitude to make copies for preservation — but the exceptions are narrower than most project plans assume, and "it is for our students" is not a general licence to put an in-copyright textbook on a campus server.
What is clearly available to almost every institution is substantial: its own theses and dissertations, question papers, syllabi, annual reports, institutional journals, conference proceedings, lecture material, photographs and archives; anything out of copyright; anything openly licensed; and anything for which written permission has been obtained. For most Indian colleges this material has never been digitised, is genuinely unique, is entirely theirs to publish, and is the only part of their collection that nobody else in the world can put online for them.
Preservation runs opposite to intuition. A printed book neglected for forty years is still readable. A digital collection neglected for ten is a dead link, an unpaid renewal, or a file in a format nothing opens. Paper degrades slowly and survives inattention; digital material fails suddenly and survives only active maintenance.
The thing that decides whether any of it gets used: one door
A hybrid library can be well-funded, correctly licensed and completely unused, and the reason is almost always the same. A student is asked to remember that theses are in one portal, journals in another, e-books in a third, the catalogue in a fourth, and each has its own login. So they search Google, hit a paywall, and conclude the college has nothing.
The fix has two parts and no shortcut. A discovery layer that searches print holdings and licensed content together and returns one result list. And single sign-on, so the college identity that opens the Wi-Fi also opens the journals, off campus as well as on. Institutions consistently underestimate how much of their apparent collection gap is really a login gap.
Aggregation helps too, where it is honest about what it is. Institutions can take catalogued access for their users. Why it matters for students and researchers
For a student, the practical version is short: the library is now two services, and both are worth using deliberately. Use the building for the thing it is unmatched at, which is sustained attention among other people doing the same. Use the digital side for search, and learn its actual entry points rather than starting at Google every time — the catalogue, the discovery search, and whether remote login exists.
For a researcher, the hybrid model changes where your own work should live. A paper behind a subscription is read by people whose institutions pay; the same paper deposited in your institutional repository is read by everyone else, which in India is most people. Depositing costs an afternoon and is the single highest-return administrative act in an academic career.
For an institution, the sequence again: catalogue first, remote authentication second, digitise your own unique material third, license last and against usage data. And keep the reading room. The evidence is that students still come — for the place, not the shelves — and a college that converts its library into a computer lab has closed the most-used academic space it owns in order to duplicate a facility every student already carries.
